Tempered glass does. Car glass is heat tempered on all windows except the windshield where it is laminated with a layer of plastic between two panes of glass. Tempered glass is very hard to break and won't cut you to ribbons.

Some newer cars use laminated glass on the sides but it cracks and doesn't shatter like this.
