There looks to be more than just those 2 boys on it! Like 4 people were on it??!!! Even at the end, where a passerby hops off their bike and looks to be running to the 2 injured/still trapped. You can see some movement from one of the people. They actually look like little kids, smaller than the 2 who were able to walk away.  · |

Probably more about inexperience, especially attempting to drive with 4 people on a vehicle that should at most have 2. And they loom like kids, with the 2 smallest in front. Who was in control?
