Uh...was the scooter driving on the wrong side of the road? Or, was the car? Looks like the scooter to me yet it is difficult to tell.

Person on the bike judged the speed of the car wrong because it was going way over the speed limit, it has happened to me before. You give way when they can reach you, but this was just an unfortunate case of a glancing look at a speeding car. The car doesn't even swerve.
