I dont think they hit him to be merciful. My guess would be they were trying to break his neck so it would be easier to cut off his head. Notice how the blows were directed at his spine.

Matamoros is right by where I live in the US. It is pretty fucked up down here and there IS spillover violence that is not reported on the news.
