Isn't the proper way to use a fire extinguisher is to start at the bottom, and work your way up? The way they were doing it, any fire that was extinguished in the upper parts of his body were reignited by the fires that were still burning below.

Those type of fire extinguishers work by displacing the air around the fire to choke it out. Dude made that impossible by moving into the wind.
