Sure looks like involuntary movements to me. Eyes appear to be fixed in place, no blinking, and seems like agonal breathing.

I've analyzed this footage meticulously with other speech therapists and lip readers. We came to the unanimous conclusion that he is indeed trying to speak. He is saying 'the butler did it'.
