Was he hit and then run over? If he was hit, the impact usually shears off the victims clothes. Not all the time, but most of the time.

I have visited friends before that live in very poor countries and lots of times parents let their male toddlers run around naked along with other kids to avoid messing up the few clothes that they have, and I bet the kid was playing unsupervised and ran infront of a moving vehicle losing his life.
