a wooden stick does not conduct electricity. Had he pushed it with a wet stick or a metal pole then the outcome would have been different.

It depends on the voltage, the shoes the guy was wearing, there's a million variables involved.

There are also varying degrees of conductors, it's not like something either will or won't conduct...... Just some materials will conduct better than others.

Look at it this way- that power cable is covered in an insulating material such as rubber.
In theory no electricity should be able to pass through it, right? Rubber isn't a preferred conductor, but if it means a path to ground that's where it going to go.
