She could've still survived (maybe) if he didn't run over her. All he needed was a hard brake. People are afraid to brake because of stalling in manual transmission or maybe damaging the engine in automatic. First thing they teach you in circuit driving is to never be afraid of hard braking. Chances of damaging the brakes or the engine are zero and it's better to stall the engine rather than running over a small child. Alas, most will never learn. |

The guy (from what I can surmise, I'm not so used to the Bolivian-Spanish accent) says that they called the police but the police wouldn't come down, saying that they need to call the emergency services, and that they can't move her, presumably for fear of doing more damage. They don't know what to do and they've been waiting for 15-20 minutes and no one has arrived.
