Actually, it's the angle of the video that makes it look like the van is not going that fast. It's kind of like when you look at a train speeding towards you and it's easy to miscalculate the speed. So many people have died miscalculating the speed of the train.
The angle of view is deceptive.
It's an exclusive lane 2-way only for vans and buses.
Max speed is 80 km/h

Yes! He was pretty much frog marching her across the road. He was intent on getting her across. She likely in a dazed state. Normal vigilance out of the window for both in the circumstances.
