Those guys are more than often (drug addicted) teenagers. They are low ranked disposable trash within the cartel hierarchy. So of course they are inexperienced as they are untrained tweekers. Low level sicarios are not to be confused with higher level assassins who are guarding more important cartel players. These guys are often former military people.
