looks like the Lock Ring from a Split-Rim , after installing tires we would air split rims in a tire cage as the lock rings would not always seat properly . only a few times have i heard about one coming off while driving but seeing one "Holy Shiznit" !!

So apparently the wheels on the bus don't just go round and round. Parts of them occasionally shoot out sideways at over 100 miles an hour
