Fool, China does extensible  informs the public about driving and road ethics. However, the citizens just do not care about rules and do as they please. That is one aspect of the older culture of their population.

We have "Hay Unloaders" that run up and down the road outside my subdivision. They are like a forklift, but 5 times the size, and will carry a ton or so of hay bales. They deliver to the local horse stables. They don't have licenses because they are agricultural equipment, like tractors and combines. But I've never seen an accident with one. Of course, THIS AIN'T CHINA!  |
