She saw the biker coming and expected him to avoid her. Stuck her bag out. Biker is a piece of shit for leaving the scene but she got what she deserved.
Nobody 'deserves' to be run over twice. Maybe she had bad vision, maybe she was drunk with slow reactions, maybe she had dimenta, maybe a hundred other factors were involved.
