Maybe this was filmed at the point where everyone had retreated back from the flames. 2 people had already managed to get out. She was trapped and it was too late.

To be honest, I think the woman was dead already. Fire causes contraction of the muscles so she appears to be rising up and down because of the muscular contraction of the abdomen. If she was still alive she'd be screaming and I have cranked the volume up and still could not hear any screaming.

To be able to get near the vehicle to help the woman would be too hot for anyone to handle.. Judging by how the flames looked, that was a pure Class A and B fire (materials and fuel)..

At that point, there wasn't anything they really could do. Aside from possibly putting a bullet through her head to end her suffering. The heat from a car fire is intense, and it would take a lot of water/foam to get the car extinguished. At the point that they were filming, if they had removed her from the car immediately, she would have still had a very minimal chance of survival, less that 1%, due to the extent of her burns.
