This guy is just some ol mexican druglord contracted along with his brother by "La Barbie" to get massive amounts of ephedrine pills for meth. He was also in charge of renting houses for their meth labs. I would guess that all their profits were going into a war against El Chapo Guzman. Not very smart since he is currently one of the most powerful druglords in mexico. The executioners just wanted to get some last info before he lost his head. Afterwards henchman #3 says "Thats what you get when you fuck with us"
