Nope..not true. Maybe his arm was tied above the actual amputation and acted as a tourniquet..but the body goes into shock as a defense mechanism with severe blood loss

why wasn't there any blood?
Except from the decapitation you wont see blood pouring from body, but blood loss will start eventually and he will die in 5 to 10 minutes

Here's an alternate cut of the same footage from the 1986 shockumentary Dolce e Selvaggio.

It is interesting to note that in the clip I have, this footage is followed by a cheesy, amateurish clip supposedly of a pistol execution.
