The one steering seems to be looking toward the right. I think maybe s/he thinks the pavement continues straight, so s/he stares at the pond to the right. A few yards from the fence, the scooter appears to accelerate, kicking up dirt. S/he might have been a new rider and hit "go" when intending to brake. Just guessing too.

Very easy to do as a new rider. I ran into a brick wall thinking it was the brakes . Thankfully I recovered
