Hahaha, for those of you who don't know this, that's the tradition. The final bullet is to end any suffering, and the person finally executing them is doing it to put it out of their misery. It's how they filter out guilt - Blanks 'n' compassion. It has always been done, since the beginning of the tradition by the Japanese when commiting "Seppuku"; as in the near beheading inflicted by a samurai following the condemned stabbing themselves. Tis called a "Coup de grâce".
