You should do yourself a favor and research what he did do for his people, IE free electricity, education, 50k to people who got married, 5k for people who had a child, and 14 cent gas.

In the whole context of dictators he was far from the worst, and like usual the only reason he is gone is because he ruled an oil rich nation.
