Exactly, in those parts of the world thieves often genuinely have no alternative but to steal in order to feed their families. South America and other assholes of the universe don't tend to have social welfare programmes. I feel for him, but at the same time of course those he stole from are going to apply punitive measures given how useless the cops are there.
