There was never any promise made by NATO not to expand east. This was confirmed by Gorbachev himself:

Thanks you for making points didn’t feel like typing out. Seems like a few people on here are very uneducated on they’re History. The support for Russia make my head explode because of peoples ignorance. Putin also just changed the law in Russia where he can run for 2 more terms! Because being president for over 20 years isn’t enough! The guy is mad for power and to bring back the glory of the Soviet Union.
