Looks like the Jeep's fault, but really dumb to be travelling at such a speed you can't react effectively to someone else being an idiot.
I watched it 3 times, the Jeep was making a turn. I don't know if it's the jeeps driver who's at fault. Those damn bikes were going way too fast. I bet they will say it's the bike drivers fault because they were driving way too fast.
