Almost all Europeans, even those who live in landlocked countries are able to swim at least decently.

These people are surrounded by oceans and still can't spend a weekend teaching themselves how to swim.

It said they got caught in strong river currents.

My sister is an excellent swimmer, she used to compete in the butterfly stroke at swim competitions when she was a kid. She almost drowned in Florida last year, she got caught in a strong rip current on the Gulf of Mexico side. Luckily, she was able to swim parallel to the shore and get out of it, and a passing boat picked her up when they saw she was in trouble.
