I think it must be customary to wail loudly, even if you're waiting for your turn. It's got to be in hopeful effort to lessen the number and strength of the blows that you're getting, or are going to get. After all, if you don't wail at all, or just a little bit, then the punishers won't know that they've hurt you very much, and are thus likely to continue on.
I don't know that this is the case, and it doesn't look to me like all that wailing did much towards lessening the punishment.
