Only reason I'm in the know is because of my mining experience. Other than being stored in airtight, water proof metal containers for use in helmet mounted carbide lamps or for the production of acetylene gas, I've no idea why they'd have it in a sewer where the last thing you want is an open flame in an acetylene and methane mixed shit tunnel under the sidewalk
