I'll go with fake.

The flash is sparks from the steel core or steel jacket of the bullet hitting concrete. The "puff", which is concrete dust from the bullet strike (the dust flying around you expected to see).

The executioner has good enough muzzle discipline to drop the two victims with a short burst. He seems to have a good stance and balance to control the full auto weapon, minimizing recoil.

It looks real enough...

The first shot would have killed the guy running back on the left. The weapon was pointed right at him. So I'll say they faked this video

Very untypical to just walk away after thr shots and not to re-check if the victims are dead/to distribute headshots.
Other inconsistencies that were already mentioned bring me to the conclusion that this is a fake but i am not sure about it...
