You're probably exactly right. I've been to several shows at shitty venues that have an upper balcony with a super janky enclosure, and there's always groups of people leaning and dancing against it even though it's literally wobbly and missing bolts.
It's so dumb, also kinda reminds me of my cat that thinks the clear shower curtain liner is gonna support him if he puts his paws up on it, and he always falls through and gets wet. But he's just a cat. People are supposed to be a little less stupid.
