How and why did this happen? I'm thinking that the tires would have insulated the truck and him from the ground and he could touch the wire with nothing happening, similar to birds sitting on a power line and nothing happens to them.

It happens because tires are electricity conductors, not insulators. Yes rubber is an insulator, but tires are made of carbon black to stabilize the rubber. If tires were true insulators, it would cause static charge to build up on the vehicle. Electricity always follows the path of least resistance to the ground. This dude had no chance. |
