The man in this clip committing suicide is Mr. Li Wong, the Chinese entrepreneur who was famous for trademarking the JPEG and PNG picture formats popular on home computers today. He was apparently offered the rights to the GIF format in 2003 which he refused. This error of judgement led to his company filing for bankruptcy in 2005, which in turn led to the most ironic suicide of the 21st Century so far.
