Less likely a traffic cop and more likely a courtesy guide for a business or hotel. They have people who step out in traffic like this to make way for patrons to leave in places like Indonesia.

~ These drunk guys look like they last-second volunteered to be traffic officers, with no skills whatsoever, Public Service Total Fail! ~ The silver truck driver tried to avoid hitting the other guy in the bike with a side-cab combo, & took for granted that the volunteer traffic officer was keeping an eye out, but then the silver truck driver didn't even stop. |
