That entire region needs to be bombed back to the stone age. They're not that far removed from it as it is. I would say 6th century, tops. When we can no longer cram criminals into our prisons, we can drop the worst prisoners over there. If they make it out alive, they're free. They can have an icepick, but no other weapons.
i usually wouldn't say this but the prisoner idea was brilliant damn wish thought of that
