A Thief Unless...
I am not sure what happen here, but I think he was a thief who was confronted with his victim. This happen in a mall in venezuela.
This video is recorded by a security camera inside the Metropolis Mall in Valencia, Venezuela

The guy robbed a bank inside that mall.
The robber came out with a bag with stolen money, but mall security was given to halt, so he ran, so they shot a single bullet to his head.

The man in the video still looks alive, but died minutes before arriving at the hospital.
