My guess is that he was already trying to escape a jeering crowd forming INSIDE that flat. Tries to get away only to land into the fate of another jeering crowd at ground level.

Bet you he was wishing he landed head first when all the neighbours began introducing themselves.

Looks like a construction area, and a lot of the people are wearing work gear. The building he fell out of was probably still being built, and he was probably trying to steal equipment or materials.
