Thief Cut a Live Wire and Got Electrocuted
He was cutting a live cable and it contacted his foot/ankle, sending current through his body to ground. The thick white smoke is extreme heat flash-boiling tissue and shoe material at the contact point. Muscle tetany from the current locked him in place.
