That's fine if it's only him on fire but it isn't just him. A tow rope might have helped, they can hook it around him without getting too close if it's held by 2 people on either side of the vehicles. He needed to be dragged away from there.

The requirements of your country don't extend beyond its borders so that isn't a universal mandate. We prefer to shoot at our fires
