It's not run by drug smugglers. Venezuela became increasingly violent after Chavez was elected. The key to Venezuelan leftist political success has always been making people think the people who have more than them are screwing them over, and that the government would make things fair.

The result has been that many poor people in Venezuela think it's perfectly ok to take what they want if it's from someone they perceive to be in a class above them.

Now with the inevitable collapse of socialism everything is in short supply, even for people with money. Grocery stores are guarded by army patrols now.

Car jackings and kidnapping for ransom are at epidemic levels in that country.
