Americans & the Brits are the same. If you ring the police, they will arrest you upon arrival, especially if you're a minority, regardless of the facts.

American police are trained to suspect the person who contacts them as the murderer or perpetrator, so that person will undergo intense scrutiny, interrogation & pressure. I've seen plenty of true crime stories with false confessions resulting from such assumptions.

Due to my own personal experiences, I myself would never contact law enforcement, as a witness or if I ever found (another) dead body or in any circumstances whatsoever, because they'd be more likely to cause me further problems than to help better the situation from my POV.

According a report by the Chutian Metropolis Daily, Xiong's brother was in the seat beside him when the accident happened. He told reporters that Xiong said that he was going to get some food and reached down to take his cell phone with him.

"When he tried to pull the cord out, he got shocked and cried out. Then he touched it again and his foot hit the steel pipe underneath the desk," his brother explained.

Xiong said: "He let out a shout when he pulled on the cable and then his foot made contact with the steel legs of the table."

Xiong also recalled how his brother started foaming at the mouth and had fainted, but no one at the Internet cafe came to his aid.

"He was obviously hurt, but none of the staff helped," he told local reporters.

He could only watch as his brother fell limp to the ground and started foaming at the mouth. An ambulance arrived to rush Xiong to the hospital, but he was pronounced dead on the way.

An investigation is underway into the tragic incident, and the internet cafe has had its license suspended.
