May be he survived as it appears the rail hit his arm unless he got pulled under or lost his balance. Getting pulled under is highly unlikely as rail will generally throw you out of its way

Rarely do i question the out come of there but as a former rail employee this is BS. He knew his limit and stood as close as possible on the ballast. the hand rail knocked the phone out of his hand. That's it! not Dead!
