No I think you`ll find it was Ibrahim Awwadti Ibrahim Ali Muhammad al-Badri al-Samarrai (aka Abu Bakr Al Baghdadi ) who created ISIS with the help of former Iraqi army officers, especially those from Saddam Hussein`s elite Republican Guard. Also a number of foreign fighters defected from Al Qaeda associated groups to join the new organization. That is how it started. It`s not complicated.

Saying that makes you more ignorant that the source you got that from. The false invasion of Iraq under false pretences by George W Bush is what created the power vacuum that allowed ISIS to spring up. If ISIS had tried that with Saddam in power, he'd have finished them off before he finished his breakfast ! If you want to blame something on Hillary for no reason other than to criticise her, at least try to make it for something factual as opposed to something you want to believe.
