Her commands to drop the gun confirm she didn't know she had gotten a head shot.

If she had specifically aimed at his head she would have been going for a clear CNS shot, and after watching him fall, she wouldn't be giving him any further commands.

A CNS shot is an instant turn off switch.

It’s procedure. They always do that, no matter what condition the suspect is in, because people lie.
That procedure is in place because many officers have been shot trying to remove a gun from someone who they thought was unconscious/dead. So now, in this situation, they have to treat everyone as if they are alive and conscious until it’s confirmed that they are not.

All police are taught to shoot at center mass, and to keep shooting until the suspect is down.
I actually just took a firearms course at my local Police Department.
