I don't think so. You see when they grabbed his arm he pulled his other arm to his side so they wouldn't grab it too, further diminishing his chances of them saving him, and if you look real real real close you can see him digging his fingernails into that poor guys hands

Probably didn't have a mental health clinic in his town. It looked like the 3 Stooges trying to rescue him. Three guys- 1 hanging by an arm, and none of them could reach in and pull him up,accept 1 guy.
