With drowning victims, in the final moment of life they will inhale the water which causes alot of irritation to the lung capillaries which makes them rupture and hemorrhage into the trachea. The water in lungs also irritate the surfactant of the lungs causing foam to exude from the mouth and nose when the body is taken out of the water
