It looks like he ran a red light because the adjacent traffic was stopped and waiting on the opposite side.

But then again, in those Asian countries, traffic laws are benign

The scooter's body probably hit the sign that said "pedestrian only crossing" as for the other biker, he just went home and changed his underwear and washed the scooters seat.

Watching the replay, the guy gets hit, goes flying forward, and then in the switchover you see that he gets hit again and plowed into the island. Talk about unlucky.
