~ If Shot off the scooter then probably someone that didn't like them riding so happy as a family. ~ Otherwise, seems like the kid was riding in front with the dad, & the dad let him take over the steering or the kid distracted him enough to make him lose control, but the kid survived. ~ I could be wrong either way. |

Maybe 80% sure. Could also be somewhere in Central America. Too many flip flops for Mexico, though. |

Definitely the accent is not Mexican, some words are spoken incomplete and Mexicans pronounce all the letters in every word very clearly (Mexican and Peruvian Spanish are the best versions after Spain's Spanish) and as you said, one flip-flop on scene virtually disqualifies it as coming from Mexico.
