The shooting wasn't planned by ISIS, the shooter was a confused nutcase that pledged allegiance to ISIS while he in the club. Considering the new information that has come out about the shooter likely being gay, ISIS would've been just as happy to kill him in some of the gruesome ways we see on this site. They wouldn't have welcomed that fool into their ranks.
