Ligaments and cartilage take much longer to decompose than skin and muscle tissue do. If this body had spent much longer in the water, it wouldn't still be holding together.

The remains were found in water. Most likely from the patterns of flesh that remained on the bones the fish ate what they could. Tendons ligaments will keep the bones together for much longer as they not only decompose more slowly but small fish can't eat tougher flesh. I wonder if the officer was washed away in the recent flood?
