I know couple of words in spanish, another one is "levantado" what means kidnapping or something like that. I heard that cop mentioning levantado.
Could explain but I really am just guessing without more knowledge.

I was wondering about those cuffs too.

Is it possible that he was shot point blank so the pellets didnt have time/distance to spread out and thats why he is in a "good shape" (ignoring being dead of course)?
