Judging by the tattoos I’d guess that both body and head belong together, however, the braces seem like something a younger person would have and the body doesn’t look like a young persons although there’s no way to really tell.

I also enjoyed the third video person who got some nice closeups of small details and the tire track that rolled right up to where the head was like it drove itself there…

I'd say that is a match. Pasty skin with matching tattoos and just the right amount of decay. It's a good thing the sharks didn't get to it. That could've been a Tiger shark's meal
