Not really, you have to think it looks like 3 or more floors are on fire. Also there is ALOT of smoke pushing out of that room. It takes a truck company(ladder truck) 5 or 6 mins to set up. They would be dead then.

i didnt see a truck company in the video, but i did see a firetruck. i doubt it would take 5-6 mins for firemen to set up their ladder. there trained for that shit!

i dont even think the track was needed there were a banch of men standing there when the women fell they could have atleast tried to catch her in cordinated team effort or quickly got a blancket or even a jacket |

Firefighters ARE "trained for that shit", but being in the fire service myself, I've never seen an extension ladder over 35' long (they don't exist because of safety and handling issues) and it looks like the victims were jumping from the 5th or 6th floor (50-60 feet at least). They would have needed an aerial ladder or a cherry picker to rescue the victims, which may or may not have taken 5-6 minutes to set up depending on the truck operator and accessibility. Also, given the amount of smoke that filled that floor, the victims most likely would have been treated for smoke inhalation and possibly burns in which either case could have or would have killed them anyways. You can't breathe a toxic environment like that for more than a few minutes without becoming unconscious and dying. Carbon Monoxide's a motherfucker.
